The International Centre for Ukrainian Victory (ICUV) – The Public Diplomacy Platform for Ukraine’s Victory

This organization was established in March 2022 in Warsaw on the basis of three NGOs – the Anti-Corruption Action Center (AntAC), ANTS – National Interests Advocacy Network, and the Civil network OPORA to mobilize the world for Ukraine’s victory, with the support of the Casimir Pulaski Foundation. ICUV co-founders are Ukrainian civil society leaders Hanna Hopko, Olena Halushka, Daria Kaleniuk and Olga Aivazovska.

WHAT WE DO

  • Run thematic advocacy campaigns to achieve Ukraine’s victory as soon as possible
  • Prepare analytics and research for our advocacy campaigns
  • Conduct advocacy visits to strengthen support for Ukraine 
  • Participate in international forums and conferences promoting Ukrainian interests 
  • Meet with politicians, government officials, opinion leaders and journalists from different countries 
  • Organize activities around the world with Ukrainian communities to support Ukraine and bring our victory closer (public events, rallies)
  • Launch information campaigns to keep international attention at Ukraine

OUR KEY ADVOCACY CAMPAIGNS AND GOALS

  • Ukraine’s Victory. ICUV works to explain how Ukraine’s victory should look like and what is needed to achieve it, that EU and NATO integration are pillars for Ukraine’s success, and what Ukraine’s failure will mean for NATO security. Our ultimate goal is to persuade NATO members to give Ukraine a formal invitation to NATO at the next Summit.
  • #MakeRussiaPay | Confiscation of Russian assets. According to preliminary estimates, frozen Russian sovereign assets amount to USD 350 billion. They are concentrated mostly in the EU, Switzerland, Japan, US, and other G7 countries. Therefore, common action is required to seize and use those funds for the recovery of Ukraine. Our task is to advocate for the establishment of an effective “confiscation coalition” and advance the audit, management, and introduction of prompt and effective legal mechanisms of confiscation of Russian sovereign assets.
  • #F16toUkraine | Defense Assistance. Advocating for more military support for Ukraine. After the political decision on the F-16, we keep this issue on the agenda and push for its timely implementation without the delays. To support our advocacy efforts, we use the research Endgame scenarios of Russia’s war in Ukraine.
  • Sustainable Peace and Accountability. The campaign is built on the Sustainable Peace Manifesto, co-authored by ICUV experts. Key advocacy goals are ensuring responsibility and accountability for Russia for crimes they have committed, including advocacy efforts for establishment of the International Tribunal for Russian aggression, and establishing sustainable peace in future.
  • Nuclear Safety and Energy Security. We bring attention to the nuclear terrorism committed by Russia and highlight the risks to nuclear security at the Zaporizhzhya Nuclear Power Plant. We call for giving Ukraine means to protect its NPPs (air defence, F-16), and for prompt sanctions on Rosatom. Our goal is also to ensure that nuclear terrorism does not repeat in future.  Also, we focus on oil price cap campaigns, and preparing for the next winter.
  • Recovery. We advocate for zero corruption, transparency, and community engagement. EU and NATO membership for Ukraine are the best guarantees for Ukraine’s sustainable recovery, and it will help to attract more foreign investors to Ukraine. 
  • Food security. Russia’s weaponization of grain and food threatens global food security. We call for the demilitarization of the Black Sea and the opening of Ukrainian ports and trade routes.

OLENA HALUSHKA

Olena is a board member of the Ukrainian NGO “Anti-corruption Action Center”. Earlier, she worked as a chief of international advocacy at the post-Maydan coalition of 80 CSOs “Reanimation Package of Reforms” (2015-2017). She advised to the Member of Parliament of Ukraine (2012-2014). Olena has experience in local-level politics as she served as the Kyiv City Council member, and deputy chair of the Council’s Commission on Housing and Energy (2014-2015). Olena is a contributor to the Atlantic Council. She also wrote op-eds for the Washington Post, the Foreign Policy, and the EU Observer. Olena Halushka obtained PhD in International Economics from the Kyiv National University in 2016.

In 2014-2019, Chair of the FA Committee of the Ukrainian Parliament (first as a representative of Self-Reliance party, then as an independent MP). In 2014, Foreign Policy magazine named Hanna a “leading global thinker.” The same year, she received the “Certificate of Merit” from Georgetown University’s Leadership Seminar and was honoured with the National Democratic Institute Democracy Award for promoting democracy in Ukraine. In 2019, she spoke at the Canadian NATO Parliamentary Association forum and the Ukraine Reform Conference in Toronto. Hanna is part of the Leader Youth Network at the World Economic Forum and Munich Security Conference. She’s a Member of the International Advisory Council of the Warsaw Security Forum.

Daria has founded critical resources to track money laundering and corruption internationally. Member of international networks of Young Global Leaders (WEF) and Munich Young Leaders (MSC); she is in the list of the top 100 most successful women of Ukraine according to Novoye Vremya magazine. Master of Financial Services Law, Chicago-Kent College of Law, Fulbright Graduate Student Exchange Program in 2010-2011. Since the Russian invasion of Ukraine established together with other Ukrainian activists the International Center for Ukrainian Victory in cooperation with the Casimir Pulaski Foundation. The ICUV advocates for Ukrainian interests internationally and supports civil society actions for Ukraine’s victory.

OLGA AIVAZOVSKA

Ms. Aivazovska was a director of national, non-partisan observation missions in Ukraine with over 25,000 activists involved from 2010 to 2020 and participated in electoral observation in more than ten countries of Europe. Represented Ukraine in the political subgroup of the Trilateral Contact Group (Ukraine-Russia-OSCE), settling the conflict in Eastern Ukraine (2016-2018), and the Head of the Board of GNDEM. Was included in the top 100 most influential and most successful women of Ukraine in 2014-2021 (according to political editions of the Focus magazine and the Novoe Vremia). Olga often participates in political TV programs and publishes articles and information materials on electoral legislation reform and the advancement of democracy. Olga Aivazovska is an alumnus of the Draper Hills Summer Fellowship on Democracy and Development Program at Stanford and the Ukrainian school of political studies.

VICTORIA VOYTSITSKA

Victoria Voytsitska is a former Member of the Parliament of Ukraine, Secretary of the Parliamentary Committee on Fuel-Energy, Nuclear Policies and Security. She was actively involved in key reforms related to the Ukrainian Energy Sector, including the Law on Gas Sector, the Law on Independent Energy Regulator, etc. She was elected to the parliament in 2014. Her working experience includes senior positions in finance and investment banking in top international companies and financial institutions, such as PwC, Cushman & Wakefield, ING bank, Black Sea Trade & Development bank,etc. She is in the list of top 100 the most successful women of Ukraine and according to Novoye Vremya as well as Focus magazines. She is the Edmund S. Muskie’s fellow and received her MBA in International Finance at Brandeis International Business School.

A legal counsel and advocacy manager with the Anti-Corruption Action Center in Kyiv, where her work focuses on anti-corruption, asset recovery, anti-money laundering initiatives, and sanction policies. Specifically, she works on the development of new tools and enhancing cooperation between governments and civil society. She holds a Master's Degree in Law from the National University of Kyiv-Mohyla Academy and a MSc Degree in Global Security from the University of Glasgow.

ANDRIY MIHEEV

Andrii Mikheiev has been the international law expert and advocacy manager at the International Center for Ukrainian Victory (ICUV) since 2023. With extensive experience in international public law, human rights law, criminal law, and anti-corruption activities, Andrii plays a pivotal role in providing legal analysis and implementing advocacy strategies within the ICUV. He has authored and co-authored numerous studies, briefs, and press articles related to the "Make Russia Pay" campaign, focusing on the full confiscation of Russian Central Bank’s assets, specific categories of international crimes committed by Russian politicians and militaries in Ukraine, establishment of the special tribunal on Russian aggression. In addition to his written contributions, Andrii provides vital legal and advocacy support for ICUV activities in Ukraine and abroad. His expertise is recognized through frequent engagements with Ukrainian and international media, where he is interviewed as a legal expert on topics related to interests of Ukrainian victory, international law, including justice and accountability of Russian Federation and Russian people for violations of international law and crimes committed with respect to Ukraine and Ukrainians.

IRYNA KRASNOSHTAN

Iryna is an analyst with extensive experience of work on security and defence matters and NATO-Ukraine relations. She worked for more than 11 years for the NATO Representation to Ukraine, including as a Political Analyst. She holds an MA in Linguistics from the National Technical University of Ukraine "Kyiv Polytechnic Institute" and an MA in European Interdisciplinary Studies from the College of Europe. Other international organization and diplomatic experience includes working with the Embassy of France in Ukraine, OSCE/ODIHR Election Observation Mission to Ukraine, and an internship in the House of Commons in Ottawa, Canada. Iryna is also an Alumna of the George C. Marshall Center and has engaged with GCMC as an adjunct professor and co-seminar leader for the Seminar on Regional Security. She was also a James S. Denton Transatlantic Fellowship holder with the Center for European Policy Analysis (CEPA) in 2022.

Vlada Dumenko is a communications professional and cultural advocate with extensive experience across media, culture, and social activism. In 2014, during the Revolution of Dignity Vlada actively engaged on the frontlines of events in Kharkiv, co-founding an NGO Kharkiv IT sector and initiating independent media projects like Hromadske Kharkiv. Since the full-scale Russian invasion, Vlada joined the International Center for Ukrainian Victory in Warsaw as Head of Communications serving alongside other Ukrainian civil society activists. Also she coordinates community outreach, rallies, and advocacy efforts to garner international support for Ukraine. Vlada has organized impactful global campaigns, including "Ukraine NATO 33rd" and "Make Russia Pay," rallying support in over 30 cities worldwide.
