Viktoria Voytsitska, the ICUV Director of Advocacy in the Energy Sector, an MP of the 8th Convocation, Secretary of the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety shared her thoughts about the potential risks to ZNPP due to the undermining of the Kakhovka dam.

According to Viktoria currently, there are no threats to ZNPP and there will definitely not be any in the near future due to the undermining of the Kakhovka dam. ZNPP has special pools where water is stored to ensure the operation of the plant and its cooling systems. As of June 6, there is enough water in these pools. There is no need to take water from the Dnipro River.

In case of a drought, there are alternative ways to supply water to ZNPP and its individual power units:

  • The first alternative option considered during the design and construction of ZNPP is the use of mobile pumps. The pumps are connected to hoses that are thrown into the Dnipro River. And water is pumped from there. 

However, there is a caveat: in order to deploy these systems, russia must demine the surrounding areas around the NPP and the Dnipro coast. That is, we are dependent on the will of a terrorist state. Only pressure from the international community can influence russia. 

It should be reminded that the area opposite the nuclear power plant is mined by the russian occupiers to prevent a counteroffensive by the Ukrainian military. 

  • The second alternative option is that there are wells and springs in the area that could be used to supply water to the ZNPP. However, as in the previous option, it also requires access to the area around the ZNPP and demining of the territories.

In general, providing the ZNPP with the necessary water supply should be the main demand to russia from the international community and controllers such as the IAEA.

The possibility of a new Chornobyl at the ZNPP

The undermining of the Kakhovka dam there had been planned by russian troops for a long time. In October 2022, President of Ukraine Volodymyr Zelenskyi appealed to the international community to stop russian terrorism in connection with the mining of the dam and units of the Kakhovka HPP. Our intelligence had been reporting on the dam’s mining since April 2022. The world knew about this threat but did not react. And now we have a disaster.

The Kakhovka dam can be rebuilt only after Ukraine wins the war. This is a technologically complex process. According to experts, it can take from 3 to 6 years.

“If they decide to blow up the Kakhovka dam, what can stop them from attacking the ZNPP? According to our information and information from open sources, military equipment is deployed on several individual units, in the machine rooms –  in Unit No. 2 and Unit No. 4.  If they blow up the reactors, a man-made disaster will occur. It will not be of the level of Chornobyl, because all the power units are now shut down, no electricity is generated there and there is no active nuclear reaction”

In her words, it will cause significant damage to the ecosystem. It will also cause the largest nuclear power plant in Europe, which provided 25% of Ukraine’s energy generation before the war, to be put out of commission. In case of such damage, it will be impossible to restore its operation.

“We know that russia’s promises and words cannot be trusted. If they blew up the Kakhovka hydroelectric power plant, they can do anything. These are barbarians with no limits and no reservations, who do not even spare their own people. Barbarians with nuclear weapons in their hands. We are well aware of who we are dealing with, but the world must also realize this”
