It is fair that the Russian Federation, its military and political leadership, as well as individuals and legal entities that directly or indirectly contribute to the invasion and continuation of the war, should be held responsible for all these losses and destruction.
As of early November 2023, russia has destroyed or damaged more than 130,000 civilian infrastructure facilities in Ukraine:
- 104,000 residential buildings;
- 2,805 educational facilities;
- 622 medical institutions (190 of which were completely destroyed);
- 5,320 water and electricity supply networks;
- 702 cultural heritage sites, including 601 libraries and 99 museums and galleries.
In early 2023, the government of Ukraine, the World Bank, the European Commission, and the United Nations released a report on a comprehensive assessment of the consequences of the full-scale war and the cost of reconstruction and recovery in Ukraine. At that time, this amount was $411 billion (equivalent to EUR 383 billion). However, the assessment covered only the first year of the full-scale war. The destruction of the Kakhovka hydroelectric dam in the summer of 2023 caused Ukraine $14 billion in losses, and the total environmental damage caused by the Russian invasion is estimated at least EUR 52.4 billion.

WHAT ASSETS ARE SUBJECT TO CONFISCATION IN UKRAINE?
Sovereign assets — directly owned by the Russian Federation as a state. Private assets — belong to individuals or companies that participate in the aggression against Ukraine or contribute to it financially, informationally or in any other way.
