MONEY FOR COLLECTIVE DEFENSE: THE SAFE MECHANISM AND NEXT STEPS FOR MAXIMIZING REVENUES

On September 15, 2025, the International Center for Ukrainian Victory (ICUV), together with its partners, the National Interests Advocacy Network (ANTS), held a closed diplomatic breakfast focused on mobilizing resources for collective defense and practical steps to maximize revenues.

The event brought together representatives of leading embassies and top experts. They discussed the SAFE mechanism and its role in supporting the defense industry, the confiscation of $300 billion in Russian Central Bank assets, and new opportunities to finance Ukraine’s defense.

The discussion featured prominent Ukrainian experts:

  • Hanna Hopko, Head of the Board of National Interests Advocacy Network (ANTS), co-founder of the International Center for Ukrainian Victory (ICUV);
  • Oleksandra Azarkhina, Co-founder of the NGO We Build Ukraine, Economic Security Counsil of Ukraine, Deputy Minister of Communities, Territories and Infrastructure Development of Ukraine (2022-2024);
  • Olena Halushka, Board Member of the Anti-Corruption Action Center (ANTAC) and Chairwoman of the  International Center for Ukrainian Victory (ICUV);
  • Olena Sas, project coordinator of the National Interests Advocacy Network “ANTS”.

The experts explained the legal grounds for confiscating Russian assets, how these assets can be used for defense, and shared practical steps for their implementation.

Ukraine needs systematic support from its partners, as Russia is already waging a hybrid war against NATO countries. Therefore, it is critically important to make the most of all available resources.

Ukraine cannot be a shield for Europe forever. Russia is already fighting on NATO territory and conducting a hybrid war. Therefore, we must intensify joint efforts to ensure protection and security.
