On December 2, 2024, the International Center for Ukrainian Victory (ICUV) hosted a closed-door diplomatic breakfast “Energy Sustainability as Part of Victory: How to Survive Winter 2024.”

The event brought together 21 participants, including representatives from leading embassies and experts from international organization Greenpeace to discuss how Ukraine can withstand the challenges of another winter under attack.

The discussion featured prominent Ukrainian and international experts:

  • Viktoriya Voitsitska, ICUV Advocacy Director for energy;
  • Hanna Hopko, co-founder of ICUV, Head of the Board of ANTS National Interests Advocacy Network, and former Chair of the Committee on Foreign Affairs in Ukraine’s Verkhovna Rada;
  • Volodymyr Kudrytskyi, Chairman of the Management Board at NPC Ukrenergo (2020–2024);
  • Shaun Burnie, Nuclear Specialist with Greenpeace;
  • Jan Vande Putte, Nuclear and Radiation Protection Expert with Greenpeace Ukraine, Belgium, and International.

Greenpeace experts Shaun Burnie and Jan Vande Putte shared a presentation on Ukraine’s energy infrastructure. They highlighted the massive risks posed by Russia’s ongoing attacks on critical infrastructure and underlined the urgent need for international action to protect Ukraine’s energy systems and prevent further escalation of these threats.

During the discussion, speakers also reviewed new approaches to financial support for Ukraine, including the initiative of a “War Tax” to fund the country’s defence and reconstruction. Attacks on power plants remain Russia’s key weapon in the war.

The participants agreed on the need for stronger international cooperation to support Ukraine through this time. They emphasized the importance of technical and financial aid to reinforce energy systems, as well as the necessity of maintaining and expanding sanctions against Russia.
